Increasing EBF in Ethiopia?

From "Determinants of exclusive breastfeeding practices in Ethiopia" (Alemayehu, et al., Ethiop.J.Health Dev. 2009;23(1)): "The overall rates of exclusive and full breastfeeding were 49.0% and 68.2% respectively."

Their conclusion: "Actions to empower women and promotion of EBF campaign are recommended to achieve the fourth millennium development goal. "

How can we increase the rate of EBF in Ethiopia? Is a promotion campaign enough? What have we learned from elsewhere?
